I never said good LC's didn't exist, just that in my time transcribing hearings they seemed to be few and far between. The reason it's even a thought in my mind years later is because of how horrible a job they did overall.
One example that takes the cake. A crew was charged with entering a Form B without permission. The engineer overshot the red flag by a few car lengths. The first thought going through my mind was whether the track flags were accurately placed and if their placement agreed with the track bulletins. Seems like a pretty logical place to start, don't you think? Instead, the LC accused the track foreman and local management of being KKK sympathizers trying to get the engineer fired because he was black. The whole ordeal was a conspiracy. The engineer never passed a Red Flag; some racist hiding in the culvert posted the Red Flag AFTER the train came to a stop. And oh yeah, the radio was bad order too.
Stuff like this explains why the relationship between management and labor is so toxic.
