Formal investigations are merely a component of a contractual obligation that the Carrier has to abide by before they can fire someone.

There's nothing "fair and impartial" about them. The Carrier is just going through the motions.

The transcript merely offers reading material for the neutral arbitrators to read when they decide to restore the employee to work.
