This has been a problem they've known about for a while and kind of just ignored, until Lac Megantic. It is also rich in CO2, as is the natural gas from fracking, and there has been a great deal of work to reduce the CO2 content.
Polymer research has come up with several ways to "treat" the natural gas from fracking at the well head, reducing CO2, which will go part way to reducing the explosive "fizziness" of this very "sweet" oil.
Heating the oil will generally cause gaseous hydrocarbons to "boil" off, but I've not seen any work on this technology, at the "wellhead" or prior to shipment.
There have been several "close calls" in this deeply red state with Bakken oil train derailments and truck crashes, and that has apparently caused the evil "gubmint", even there, to actually do something about the safety issues associated with transporting this oil.
