Compared to some of the other schemes reported on in the past, this one is almost sensible....
There are some things to see, and bus tours that are within range to cool redwood trees, small quaint towns, local museums, and salmon jerky to sell. There is a growing coastal summer cruise industry and this is a "dead" leg, north of SF. The foreigners love the old west and logging stuff, so this might be an opportunity, to offer that experience in a port call. Restoring a tourist RR operation down the NWP from Old Town to Fortuna, connecting with visits to Ferndale, then might become a more viable proposition under those circumstances.
It is a rough coast. And, I've been in a cruise ship when that happens, and it can get un-fun real fast, when 3,000 folks get seasick. So how popular this is with cruise operators would depend on things like that, too.
If they don't figure out a way to generate some cash into the economy up there, (especially if pot is legalized), the problems with funding other services is just beginning.
Tourism and pot have been the number one and two "industries" for about 40 years now, so any attempt at "diversification" with more seasonal tourism, would be better than some of the ludicrous straws they've been grabbing at in recent years.
