Where a reasonable assortment of Amtrak trains *IS* offered, people ride them. Examples: NEC, Calif. Corridors, Cascades, some corridor lines around Chicago, even maybe the N.Carolina runs. Maybe not on the order of Euro usage, but substantial especially considering the limits imposed by running on busy freight lines outside the NEC and the Chicago-Detroit line, and the general lack of "last mile" transit that connects well. But with the vast majority of Amtrak route miles carrying maybe one train a day in each direction (sometimes less - see Sunset) even if the trains run full (which they do, in the summer at least) they're not even a rounding error in the overall travel market along their routes. To some extent it's chicken and egg, but the corridor routes show that if you provide enough service, at a reasonable speed in areas with moderate to large cities, that people don't have to think too hard about when the train will run, the trains will get used.
