Are these the government agencies that run our highways and airports that you are talking about?
The last private commercial airport went away a few decades ago. Government agencies run all of them now.
It has gotten so bad with our highway system because the highway trust fund is bankrupt and congress protects their privates if anyone even mentions that the gas tax (which hasn't been raised in 21 years and is not adjusted for inflation) needs to be upped.
The federal highway subsidy is now quite a few times the Amtrak subsidy. "Oh, but everybody uses the highways" is the usual answer. How helpful... "I will pay (maybe) for the services I want and everything else is a boondoggle."
