I'm not aware of any "legal" limit restricting train length. Typically train length is limited by siding length, but today's genius accountants and managers seem to ignore this. You have to get everyone else out of their way because there is usually just a few stretches of multiple main track or extra long sidings you might be able to meet other trains.
Loaded trains were often limited by coupler/drawbar strength, and all trains could be limited by slack or air brake control. DPU eliminated most of these issues. Then again, SP and other railroads were known to run 100+ car trains behind steam, though the cars were typically only 40-55 feet long.
Maximum train length is whatever the railroads can get away with as far as I know.
