Re: 3751 And the LOSSAN Bridge Work?

It is my understanding that they could operate to SD over the BNSF portion using ML's slot rights, from the Passenger flyover to Fullerton, since the rest of the LOSSAN is owned by the County Transportation Commission's, as part of Coaster and Metrolink.....? And, I had understood this was the way it has been done before, but maybe I'm wrong, and/or maybe there is some new wrinkle to iron out?
As I understood it, this difficulty in having more trips on LOSSAN (south) was more about the added expenses, time, potential disruption, and logistics caused by the tender weight issue, and the need to take water, which is not a problem to San Berdoo.....
And, I was wondering what issues like these would affect a trip down to Perris, when the ML extension is finally finished (if ever)? And, if the wye up the I-215 a few miles from from Perris would be adequate to turn the 3751, without too much wear on the flanges?
I like trains, especially, big old steamies..... and, as has been mentioned in these posts, by many others, these seem real popular, and that it would be nice to have more trips, on more routes, more often, if possible. And thus, it would be nice to try to find opportunities and/or work to reduce some of the barriers and limitations, which would allow that to happen.
