I'm not that familiar with the area either, but Western Washington now runs the City of Tacoma trackage to somewhere past Western Jct. so the black engine would be their #23. My understanding is that Sygnet has suspended locomotive rebuilding and all engines are now out of their leased shop area. BNSF has run several BOIGWWR trains to Centralia of surplus 40' wells going to storage which is related to the west coast longshoreman's work slowdown.
