It wasn't that UP and BART couldn't reach an agreement....UP flat out said "no". UP wants to retain the Mococo line for future freight service (or so they said 10 years ago). Then there was a plan for e-BART to build tracks parallel to UP's, but again UP said "no". Some uninformed person at BART was told that passenger trains and freight trains can not share the same track, so thus the need to build a separate set of tracks along the Mococo. That plan also failed, so then they went with the traditional median concept.
The transfer platform at Bay Point has already been constructed. The e-BART track will run parallel to the newly constructed tail track, and e-BART passengers will transfer directly to a waiting BART train at the transfer platform. The transfer platform is separate from the Bay Point BART platform, so each BART train will need to make two stops at Bay Point: one at the transfer platform, and one at the regular BART platform. BART's new tail tracks are actually built East of the new transfer platform.
The Hillcrest e-BART station is under construction as part of the Highway 4 widening project. The Operations & Maintenance Facility for e-BART is also under construction next to the Hillcrest Park & Ride lot.
