I'm sure the DMU's will be staffed by BART personnel, so it's unlikely to provide any additional jobs for East County. One question I've seen a lot of people asking, though, is "Will the operators for e-BART trains need to be certified by the FRA as engineers/conductors?" My understanding is that BART personnel are not certified as engineers or conductors, since the BART system is isolated from any other transit system. Is BART subject to FRA regulation, and will e-BART be subject to FRA regulation? If e-BART is FRA regulated, then BART will have to hire outside employees who are certified as engineers/conductors, or be required to have their operators certified. In either case, this mini version of BART is not likely to create any new jobs.
