The woody sub was a BRANCH LINE, and was always used and maintained as such. Not worth the cost to upgrade the whole thing to mainline standards for what is only temporary disruptions. The bigger issue is the two day halt of passenger service, which is a BNSF rule, not anything that mother nature does.

In order for that to happen the hillsides between Seattle & Everett would need to be several hundred feet higher. Flooding is an issue, but due the sizes of the hills the slides north of Seattle will always be small.
