I worked for a very short time in late 1990 for Eureka Southern. As I recall, we were doing 100+ cars a week if we could stay on the track. I went through the area a few years ago, and the number of mills and potential carloads left would not support a railroad even if it went across decent territory without the tunnels, bridges and geological challenges.
The NWP/EUKA/NCRR was doomed to failure due to the collapse of the lumber production in the region (as well as the western US), mother nature just buried the coffin deep enough they couldn't rise again.
If anyone had any common sense at the end, they would have gathered the remaining locos and equipment for storage in a safer place. I doubt the bluffs, track and condition of the locos would allow it now.
