That's the roadbed of the original California Pacific ("Cal-P"). I'm going to assume you already know that the original line ran from Sacramento to Vallejo. When the Northern Railway was built between Oakland and Suisun, the portion of the Cal-P between Suisun and Vallejo became a branch line. A new connection at Suisun, with an engine facility, small yard and wye, was constructed where you see it today.
