Correction: "them" = "one", the Circumnavigator's Club, which doesn't fit the "electric trolley" mission statement.

As a matter of fact, he did this several times.

The same standards and stringent requirements were not applied to the electric car superintendent, who either never came up with a budget or routinely exceeded it by 100-300%. How much did the 1005's restoration cost? How far above his original estimate was it?
