If the disruption is less than a week, Amtrak will probably just run buses between Sacramento and K.Falls or someplace in between as works best. Especially if it involves running on a different railroad than usual (BNSF in this case), they don't like to reroute trains. They're not listing anything for the Starlight at the moment, so if there will be a disruption it's not happening soon.
That said, sometimes they do reroute. If you want unusual mileage, note reroute listed at Amtrak for the Cal. Zephyr:

Effective May 16 - 22 and June 1 - 8, 2015
Due to track work being performed by Union Pacific Railroad, Trains 5 and 6 will operate on an alternate route between Denver and Salt Lake City on the dates shown above. Both trains will detour through southern Wyoming affecting service at stations between Denver and Salt Lake City. Passengers traveling on these dates should be aware that Trains 5 and 6 will not travel on its normal route through the Rocky Mountains and along the Colorado River. The detour route is less mountainous than the regular route through the Colorado River Canyon. It follows a portion of the historic transcontinental Union Pacific route completed in 1869 that offers views of broad vistas, wildlife and high plains.
Fraser-Winter Park and Granby Service Cancellations
On the dates shown above, service (train or bus) will not be provided to or from Fraser-Winter Park and Granby.
Train 5 Detours between Denver and Salt Lake City
Westbound Train 5 will operate on its normal route to Denver. On May 16 through May 22 and June 1 through June 8, 2015, the train will depart Denver and detour through Wyoming. The train will not make any stops until arriving at Salt Lake City, where Train 5 will resume its normal route to Emeryville.
Alternate Bus Service at Glenwood Springs, Grand Junction, Green River, Helper and Provo
Passengers aboard Train 5 who are traveling to Glenwood Springs, Grand Junction, Green River, Helper and Provo will detrain at Denver, where bus service will be provided to their destination. Passengers boarding at these stations will be provided bus service to Salt Lake City, where they will board Train 5. The buses will depart later than the published schedule for Train 5.
Train 6 Detours between Salt Lake City and Denver
Eastbound Train 6 will operate on its normal route to Salt Lake City. On May 16 through May 22 and June 1 through June 8, 2015, the train will depart Salt Lake City and detour through Wyoming. The train will not make any stops until arriving at Denver, where the Train 6 will resume its normal route to Chicago.
Alternate Bus Service at Provo, Helper, Green River, Grand Junction and Glenwood Springs
Passengers aboard Train 6 who are traveling to Provo, Helper, Green River, Grand Junction and Glenwood Springs will detrain at Salt Lake City, where bus service will be provided to their destination.
