I just looked at the map again and it shows land grants in Oregon where there are no railroads. Could it be for logging operations? Since the legend also refers to wagon roads I wonder if that is what it refers to. It seems like land grants for wagon roads should have been a lot smaller than railroads since there would be less infrastructure.
