Carload business dried up - same reason money was not spent to restore the Dumbarton line.
An old timer who served as a switchman there in the 1950's advised that you had to take note of the tide since the fill that makes up the yard would rise and fall.
High tide - kick'em hard
Low tide - just give them a bump.
