NTSB: Engineer's cellphone used day of crash, not sure when

"Still, the NTSB said, investigators have not determined exactly when the phone was used, and the process for reaching such conclusions is lengthy, involving the verification of time stamps across various data sources." (This is regarding the cell phone of Mr. Bostian, the engineer in the Philadelphia Amtrak derailment.)

I thought cell phone systems were tied into the NIST US Time out of Boulder, CO, and thus any time stamps would be very reliable and immediately authoritative. What am I missing?
