It only seems that way. Do the math. 1-2 now 3 promised developments. Not one of them started. They are not serious about really building any one of these communities.
Tehachapi route will cost $4B more than expected. Tejon market cap is something like $0.5B. They are just negotiating for more money right now. California is going to buy them out for half a billion dollars and divide the ranch up into three parts 1 - real estate up for sale 2 - state park 3 - HSR right of way. The HSR from Palmdale to Bakersfield will take the easiest and simplest route. The HWY 138 widening project from I14 to I5 is already laying the ground work. The HSR will take the HWY 138 west of I14 route and then a sharp turn up north somewhere in Neenach and straight up to Bakersfield through the mountains via a tunnel that is already built out by the cement plant out there.
