It is Lookout Pass (Northern Pacific Wallace Branch Line), there is a Mullan Pass slightly to the north which never had rail service. Also Mullan Pass between Helena and Blossburg on the MRL, former NP mainline.

Lookout Pass is drivable, not rails to trails but public use. You can drive from Pottsville, Idaho near the fish hatchery over Lookout eastbound to near Saltese, Mt.
