There was an article in the Lewiston Morning Tribune a while back where the so-called "business" reporter was questioning officials at the Port of Lewiston about a rumored rail-to-barge coal facility at the port, which of course they flat-out denied. This rumor has been flying about ever since the developers of prospective export coal facilities ran into roadblocks being thrown up by Washington and Oregon state officials.

It's a stretch, but could this cabin-owners rumor and the Port rumors be related? Maybe they're speculating about the ex-NP Moscow-Arrow line being rebuilt.
