How do you count Axels on a consist?

The other day I saw a Mty grain train with 100 cars leaving the Fresno Sub and they went over a detector and got a count that didn't jive with the paperwork they had. So how do train crews count axels on cars and power with 8 - 9 axels and 8 wheels to a truck?
