The ownership issue of the Placerville Branch has always puzzled me. I understand, technically speaking, that the Sacramento-Placerville Transportation Corridor Joint Powers Authority owns the former branch line, with the members of the JPA being the City of Folsom, Sacramento County, El Dorado County and Regional Transit. From what I see (at least in El Dorado County) is the individual stakeholders try to maintain tight control over their portion of the right-of-way. Any thoughts, Mook?
