According to a map at the JPA's web site, the line is owned by Sacramento RT from Brighton to Folsom; City of Folsom from the wye to the city limits (originally, US50); Sacramento County from the end of Folsom's segment (wherever it really now is considering that the city limits are now at White Rock Road) to the county line, and the rest by El Dorado County. How the JPA figures into the ownership picture, given that on their web site, is a unclear.
