Looks interesting. The idea has been around for a while - UP has made it very clear that no more passenger trains than are currently running will be allowed on the existing tracks between Sac & Roseville. Will need to look things over and check out the virtual scoping meeting (now THAT'S a good idea for regional transportation projects that Caltrans should look into!). Scoping is usually a fairly routine process involving mainly affected and interested agencies, but having more input via the online thing could affect how the EIR is done and what goes into it, and can also build a record for people later trying to stop it.
