As a retired C.H.P. Officer, I agree with Bob's well written opinion and explanation of investigative procedures. I might add however, what seems like "over-kill" regarding a police investigation is the obvious necessity to close any and all loopholes that any defense attorney can create a reasonable doubt in the mind of a juror. That's what defense attorneys are trained and paid to do. Some are really good at it ... O.J. Simpson's murder trial is a good example.

It seems there may be more to this incident that meets the eye. I donno, I wasn't there. I CAN tell you the C.H.P.'s concern is to get traffic moving again ... but not at the expense of a competent, thoroughly documented preservation of all evidence.
