Based on my experience with project delivery, on a scale of 1-10-ten being best possible construction time, cost control (and lack of costly change orders), and quality of work (to specifications), I'd put the SMART project at a about a 7, I'd put the Gold Line extension at an 8, and Santa Monica about a 7, as well (complicated projects in built out environments, with unknowns, but reasonably well managed).
By comparison, I'd put the current CHSRA at about a 2 (poorly planned, poorly designed, many unknowns, and poor oversight and project management from day one) on the same scale, and the recently reported ACE improvements at about a 5.....(normal, somewhat screwed up, poor oversight, and little innovation in either project delivery or project management).
You probably need a better health care insurer/provider? Those ratings have a large variance, too.
