Sac RT's Blue Line extension seems to be making up for their problems with the projects in downtown (which doesn't bode well for the streetcar project). Allegedly, it should be opening ahead of schedule, and under budget (so do they have to give the extra back to FTA?). Powered testing is going on now. Not sure when the Grand Opening is, but it should be announced soon at
their website. Of course, it was pretty much a greenfield project - not much in streets, little demolition needed, etc. And getting FTA approval to start working on the bridges before the rest of the project was given construction funding was a massive help. Maybe would rate an 8 on your scale?
