I think that the flat cars of rail in the Cheney yard now are for upgrading the CW between MP1 and Geiger Jct (MP 7.9), but I could be wrong. BNSF is also updating the CW main in the yard with CWR and new switches.
I believe that the Highline grain facility already has all the rail they are going to need, and much of their rail work is already well along.
The "new" yard in Cheney, west of the "F" street crossing, is BNSF's where they often have work train equipment. The yard between "F" street and Pine St is normally used for cars moving between BNSF and EWG, although sometimes hoppers for the ADM flour mill are also in this yard. Usually the ADM cars are on their tracks. BNSF switches this mill. BNSF owns the track as far as mile post 1.
The plan for the damaged covered hopper in Cheney is to eventually get it repaired.
