Caltrain trackage ends, I think, at Santa Clara. After that they're joint with UP. So a UP shutdown of passenger service would at least affect Caltrain in that area. Of course, it begs the question of whether Caltrain itself will be PTC-compliant by Jan 1 - suspect not - in which case it would have to completely shut down to avoid FRA fines and/or unacceptable liability exposure.

BNSF previously ruminated on completely shutting down the railroad. Even if they don't do that, I would expect them to do the same as UP regarding traffic (including passenger trains) that triggers PTC requirements.

Yes, it's probably, mostly, to get the attention of Congress regarding extending the deadline. And if anybody is surprised, they haven't been paying attention.
