When you start providing government funds directly for an installation like this you get someone else at the table who will be applying Federal Aquisition Regulations. I'd rather see the private corporations recoup costs through surcharges to Amtrak and to the industries who's products require the installation. If it provides the safety improvements promised, all shippers and Amtrak will benefit from the installation and a surcharge might not be required.
