One thing constantly mentioned in these articles is how Metrolink operates on several railroads besides its own tracks - so if, say, UP and/or BNSF decide to just stop running passengers systemwide it may not really matter if the equipment is already installed in LA. I'm sure the lawyers would love to sort that one out ...
