Metrolink (Los Angeles) has claimed that they are on schedule to have PTC operating on time. Here's the basic info page: [www.metrolinktrains.com]
Even though they seem to be on schedule overall, stuff happens. For instance, having to rewire some relatively new equipment to handle power issues: [www.railwayage.com]. Here's a fairly recent summary from the LATimes: [www.latimes.com]. One thing constantly mentioned in these articles is how Metrolink operates on several railroads besides its own tracks - so if, say, UP and/or BNSF decide to just stop running passengers systemwide it may not really matter if the equipment is already installed in LA. I'm sure the lawyers would love to sort that one out ...
