On the other hand, couldn't they just say OK we'll fix the tunnels if you (Coos Bay people) guarantee us (x) number of cars a year at $5000-10000 surcharge (calculated to cover the entire cost of fixing the RR in 2 years) per car. When the desired traffic can't be shown at the desired price, they just sit on their hands for 2 years and file for abandonment. Same thing they're doing for Siskiyou line. Alternative might be to sell it as-is to the State and/or the Port (like POTB?) for a price that the line would bear if it were an operating proposition - they could demand that and if the price weren't paid they could still say nobody wants the service and abandon, right? Just trying to think like a robber baron ...
