I personally visited over 80% of the bridges between Napa Jct. and Windsor last year when my employer was bidding on the bridge repair contract. It seemed as though there hadn't been a recent site vivit to some of them at all. Some of the repairs called out for appeared to be not needed, and more often than not, more repairs needed to be made than were specified. The most memorable site was the one bridge near Penngrove, it was so inundated with berries that I couldn't find it and eventually realized that I had been standing on it for several minutes. Incidentally, we were the low bidder on the contract, but we opted out due to the volatile nature of anything NWP.
