Actually, there are far worse "mistakes" that journalists can and sometimes do make.

Yes, there are Amtrak freight (or at least work) trains. In the Washington, D.C., area, I have seen an Amtrak engine with ballast hoppers. To most people, that would appear to be a freight train.

There are passenger trains other than Amtrak. Perhaps the reporter was trying to point out the type of passenger train it was.
