Maintenance is definitely an aspect, and the NIH syndrome too.

One thing to keep in mind is that in Germany, the power-to-weight ratio is way higher than in the US, which means that the trains will also run faster. DH does better at higher speeds, whereas DE can do OK at lower speeds, particularly with modern power electronics.
