I have little sympathy for those who move near railroad tracks, airports, freeways, etc and then complain about it. That said, this is a slightly different animal.

If I understand correctly, an additional track will be built, and (here's the key part) it will be closer to their homes than the existing track. If they were complaining only about increasing frequency of train operations, I would have no sympathy, but since the new track will be closer, trains on that track will be louder than what they are used to. I'm afraid there's some gray area here. I'm not taking sides - just pointing out some relevant particulars.
