If I remember the UP and the state of California had plans for a 12,000 foot siding between Seacliff and Carpinteria (near the clothing optional beach, just west the US-101 underpass) but the coastal commission along with some tree huggers killed the project
Then they were thinking about making Ortega a 2000 foot siding (enough for 11 and 14 and Surfliners) Not sure if it was coastal commission along with some tree huggers or something to do with the land being unstable
But they do need a siding between Santa Barbara and Seacliff and always will
