They already change gauge by changing boogies (trucks to us unwashed Americans) everyday at the Russian-Chinese border - Have been doing it for years. At least according to a PBS documentary on the Trans-Siberian Railway. Actually, they showed the process on a Russian Express train. It took a while (several hours) - enough for passengers to roam about the local tourist trap.
It probably wouldn't take any longer to bring a Russian container train side by side with a North American container train and simply swap containers.
I can't help but wonder though - whatever would be the point? Unless a thousand mile railroad was also built to connect this sea-tunnel with mainland North American railroads. There ain't enough people up there to even feed the polar bears, let alone keep a chunnel solvent.
