A couple of weeks ago, I saw a doc about how the TBM's work, and the benefits to areas that are better served because of them.
The current longest tunnel is in Japan, and the railroad serves an island off the coast via an underwater tube. There was some sort of ferry tragedy that prompted the government to find another way to serve the island. Upon many financial boosts, the tunnel was finally completed - way over budget, and way past the initial completion date. It's sort of a "black eye", so it's not really a publicized breakthrough in modern engineering.
The documentary explained how the tunnel was actually safe because of all the forces pushing on all sides of the tube, making damage from 'quakes very minimal.
