Metrolink's Late Trains - PTC startup was a factor

Per the LA Times: Metrolink reports on major timekeeping problems last year. To the usual suspects (freight interference, accidents, scheduling messups, etc.) are added PTC startup (learning curve, unnecessary train stops, "fine-tuning" process) and use of BNSF freight locomotives instead of cab cars (made trains too long for some platforms, slow).
