Aha! A challenge. So what do we know of him before his drive to California:
1. He is married and had two children.
2. His daughter recently died of cancer.
3. He and his wife have been helping their son-in-law take care of his daughters children.
4. He worked for the Growers Co. in Somerton, Arizona for the 12 years before his trip.
5. He has a valid Arizona Commercial License.
And item 5 gives us our clue. Remember, this isn't California, it's Arizona. There are requirements,among which are:
A Social Security Number, which has the following requirements:
In general, only noncitizens who have permission to work from DHS can apply for
a Social Security number. If you are a foreign worker, we only need to see your
I-94 (Arrival/Departure Record) or admission stamp in the unexpired foreign
passport showing a class of admission permitting work. Some foreign workers must
show their I-766 (Employment Authorization Document, EAD, work permit) from DHS.
Lawfully admitted noncitizens can get many benefits and services without a
Social Security number. You do not need a number to conduct business with a
bank, register for school, apply for educational tests, obtain private health
insurance, apply for school lunch programs or apply for subsidized housing.
You cannot get a Social Security number for the sole purpose of obtaining a
driver's license.
There are additional requirements to get an Arizona driver licence:
Arizona Revised Statutes section 28-3153(D) provides that the Motor Vehicle
Division (MVD) must not issue to or renew a driver license or nonoperating
identification license for a person who does not submit proof satisfactory to
MVD that the applicant's presence in the United States is authorized under
federal law. MVD is required to determine that each applicant meets the
requirements of the law.Identification requirements may change without notice.
Social Security number - You are required by A.R.S. §§ 28-3158(D)(5) and
28-3165(F), under the authority of 42 U.S.C. §§405(c)(2)(C) and 666 (a)(13)(A),
to provide your Social Security number. It will be used to verify your identity
and to comply with federal and state child support enforcement laws. It will
not be used as your driver license or identification card number
Additionally two forms of identification, or three if without picture, are
required. At least one must be primary.
PRIMARY (must include Date of Birth) includes:
Enhanced Driver License or Enhanced ID Card issued by any state in the US
- (Evidenced by the word "Enhanced" printed on the card.)
Enhanced Tribal Card (Tohono O'odham Nation, Kootenai Tribe and Pascua Yaqui
Tribe)
Birth Certificate issued by any state, territory or possession of the US.
(Hospital records/certificates and California Certified Abstracts of Birth are
not acceptable.)
Delayed Birth Certificate issued by any state, territory or possession of the US
US Certificate of Birth Abroad (FS-240,545 or DS-1350)

Arizona ID Card
Tribal Certificate of Indian Blood
Tribal or Bureau of Indian Affairs Affidavit of Birth
