Maybe. Maybe not. Falsified documents can be obtained with as much ease as buying a stick of chewing gum. You certainly can't rely on state agencies to communicate with one another and share information, either with themselves or with the news media. Doing so might reveal their incompetency and/or invade the privacy rights of the perp. We certainly can't have THAT in this day-and-age. Check out that recent USA TODAY article about child molesting teachers who hop-scotch from state to state with impunity because no one shares information. If teachers and Catholic priests know how to play state-to-state hop scotch, you can bet truck drivers know how also.
