They were ironically seen as part of the rebirth of high capacity LRT at that time, and seen as innovative (if you forget that Europe had been running 3 bogey high capacity articulated trollies since the late 1940's) at the time. When they appeared in Boston and SF these were some of the first new cars in over 25 years. The high floor subway, to steps down loading on the branches, lead to an "innovative" "retractable step, that was trouble from day one, as I recall.
