Trucks are no longer "stuck in the 60's" with "forever" dirty technologies? Back then, new trucks were nearly 90 times dirtier, than models being delivered today.... and, we haven't begun to crack the hybrid heavy duty technologies, yet.? Not forever dirty.....just forever stuck in traffic.....costing companies and customers millions of dollars in wasted productivity every day?

Hazmat, with future electronic credentialing and licensing can easily be detected, and prohibited, as with many tunnels, for safety. But, most of "evil" truck emissions arguments being made about the 710 are already nonsense now, and will be even less important, if the 710 were to be completed 15 years from now......when trucks will be even cleaner, based on current technological progress on fuel/emission controls.

And, having signed the confidentiality agreement, with one international firm, I can't tell you the specific financial assumptions, but I can probably get away with "public information" we made available a few years ago, that a franchise agreement of between 40 and 50 years would be needed to allow a true "private" sector, financed, constructed, and operated, at full "investor" risk, full bore tunnel.... Also, not forever.......

We also looked at a 118 to 14 "toll tunnel" connector, with a second level, that could be used for water lines, communications, and yes, even High speed rail.......... all doable, all financially feasible. An actual alternative, that could be built with true "private" sector investments, that almost certainly will not even be considered, by a system so corrupted, that those managing the work have no incentive to reduce the cost of the work they get a "percentage" of to "manage".....
