Is there also a terminal in Richmond? For some reason, I seem to have thought there was a bulk terminal further up the west bay?
Are current coal exports going out via the old OAT facilities?
And, since this is clearly a case of "arbitrary and capricious" local interference in interstate and international commerce, so how likely is it that they will be able to enforce this local ban?
Since the cleaner American coal will actually slightly cut CO2 emissions in China, it is actually a short term reduction in the rate of CO2 use without plunging the world into global depression, social discord, and possible environmental and resource wars from collapsing economically failed states, and you might think that would be a good thing?
Yes, it's only a stopgap on the CO2, and a tiny one at that, In reality the Chinese are actually responding to a problem of public health problem, because the air pollution from their high sulfur/low btu coal has made their air unbreathable at times, And more, in the near term, and long run will have to be done about CO2 emissions, if we ever want our grandchildren's kids to see the Florida keys again.....
But, when pandering to an Oakland environmental world of true believers, where the perfect must always be the enemy of the good, it's just good politics.... Not good policy, maybe, but hey: Long live the revolution!
