Not an accurate statement.

On railroads where SMART (formerly UTU) holds the RCL contract, RCO's come from the crafts of T&Y employees, although on some carriers (UP, for example) those employees can choose to be members of either SMART or BLE-T, and may even be promoted engineers who are set back as trainmen based on the needs of the service.

Yard and local/roadswitcher/traveling switcher assignments that are not RCL have an actual engineer.
