City of Benicia vs. Valero (with UP mixed in)

Found this on the internet all 30+ pages worth. Valero is requesting guidance from the STB after the City of Benicia denied the oil by rail project. Some are thinking Valero may end up with partial victory because UP tracks already enter Valero property and UP switches the Valero refinery.
