These do make a big contribution, not a big as before we severely limited property taxes on these uses (ironically in the name of protecting ourselves from high property taxes with Prop 13...) but a lot... This is why, at one time, cities wanted the tax base and low cost of providing services to industrial uses like these....not so much, now.
Mook has an interesting perspective, perhaps a bit closer to home... So maybe less of the NIMBY revolution, but the machinations of the local politics sound convoluted, none the less. And, it would not be the first time, even with big boys like these, that a company didn't have their ducks in a row, creating some of their own problems, when advancing these projects.
